Spring Budget: wide ranging, but not high spending

Amanda Tickel, head of tax and trade policy at Deloitte, comments on today’s Budget:

“Today’s Budget was wide ranging, but not high spending. Cuts to National Insurance stole the pre-Budget headlines as the single biggest tax giveaway and will likely continue to dominate them in the coming days. The biggest tax raising measure comes from abolishing the non-dom tax regime, which may come as a surprise to many.

“The Chancellor has now scrapped five tax regimes in the last six months, with his continued approach of abolishing to simplify further extending his track record of using fiscal events to streamline the tax system. He also took some small steps to neutralise fiscal drag and inflationary effects, with increases to thresholds for VAT registration and the High Income Child Benefit Charge.

“The Budget landed heavily on changes to property taxation and focused on the creative sector. The Chancellor’s grand ambitions for the creative industry are evidenced by the number of financial measures announced today. Tax relief on expenses, support for smaller scale projects, and business rates relief – to name just a few – will be welcomed across the sector as both the established players and independent studios look set to benefit.”
