Measure
Building on the support announced earlier in 2026, the government will increase business rates relief for eligible pubs, social clubs and live music venues in England by 20%, from 15% to 35%.
For pubs, social clubs and eligible live music venues in England, the measure will reduce business rates liabilities, although individual savings will depend on their bills and other reliefs. Live music venues with a rateable value of £1 million or more will remain eligible for 15% relief but will not receive the increased relief.
The change will take effect from 1 April 2027. The increased relief will apply for 2027/28 and 2028/29, with the level of support kept under review alongside the 2029 revaluation.
For businesses facing pressure on margins, the additional relief will provide welcome support and greater certainty over an important cost. Targeting pubs, social clubs and live music venues recognises their contribution to local communities, although it also creates differences in treatment between businesses facing similar pressures.
With the next revaluation approaching in 2029, businesses will need clarity over the longer-term level of support to inform investment decisions. Further changes to sector-specific reliefs also add complexity to the system, reinforcing the case for a more predictable approach to business rates reform.
