The government will legislate to improve the approval and enforcement regime for aerodromes which handle international movements of people and goods.
Aerodromes involved in movements of people and goods to or from the UK where those aerodromes are not designated customs and excise airports.
This legislation will be included in the Spring Finance Bill 2023, although approvals under this legislation will not be put into practice until 1 January 2024 onwards.
Legislative changes are understood to include the implementation of a process for HMRC to grant, amend and revoke approval governing the movement of people and goods through aerodromes that are not C&E airports, as well as requiring affected aerodromes to be approved and take responsibility for complying with their terms of approval.
These legislative changes will increase the administrative burden on certain UK aerodromes but with the aim of establishing a regime that will strengthen aerodrome operator accountability.
